Ils savent que les Albertains refusent de voir une entreprise d'État chinoise nationaliser une partie de notre industrie pétrolière. Ils ont essayé de ne pas faire de bruit, pendant l'élection partielle de Calgary-Centre, parce qu'ils avaient peur de perdre.
Puisqu'ils ne veulent pas présenter de nouveaux critères sur l'investissement étranger, leur décision sera comme toujours à 100 % politique.
Est-ce qu'ils vont admettre qu'ils vont approuver cette prise de contrôle? Et, au diable les détails!
L'hon. Christian Paradis (ministre de l'Industrie et ministre d'État (Agriculture), PCC): Monsieur le Président, c'est totalement faux. Depuis qu'on est au pouvoir, en 2007, on a amené des clarifications, quant aux lignes directrices pour les sociétés d'État étrangères. En 2009, on a mis des dispositions sur la sécurité nationale.
On voit que, d'un côté, on a un NPD radical qui, virtuellement, bloquerait toute forme de transaction ici dans ce pays, et de l'autre côté, on a les libéraux qui autoriseraient tout à l'aveuglette, comme on l'a entendu la semaine dernière.
Les Canadiens peuvent compter sur un gouvernement responsable qui va étudier, au mérite, au cas par cas, les transactions projetées, toujours dans le meilleur intérêt des Canadiens.
Mr. Peter Julian (Burnaby—New Westminster, NDP): Sadly, the good citizens of Calgary may join other communities that have been sold out by the government, places like Sudbury when they sold out Falconbridge and hundreds of jobs were lost, places like Thompson when they sold out Inco and hundreds of jobs were lost, places like Hamilton when they sold out Stelco and hundreds of jobs were lost, and places like Montreal and Shawinigan when they sold out Alcan and hundreds of jobs were lost.
Now it is CNOOC and Nexen. The Conservatives are doing it all again. When will they stop selling out and start standing up for Canadian jobs?
Hon. Christian Paradis (Minister of Industry and Minister of State (Agriculture), CPC): Mr. Speaker, Canada welcomes foreign investment. It gets our enterprises on the global value chain. There are huge opportunities.
If we follow this radical agenda, everything would be lost from the outset. It is not a responsible approach to try to impose a $21.5 billion carbon tax on the shoulders of Canadians and to have a plan to tax everything. Everything would be lost. The economy would be lost and family would be lost.
